What Is A Purchasing Cooperative?

According to widipedia, A purchasing cooperative is a type of cooperative arrangement, to combine buying power to get lower prices from selected suppliers. Purchasing Cooperatives are used most frequently by governmental entities, since they are required to follow laws requiring competitive bidding above certain thresholds. Counties, municipalities, schools, colleges and universities in the majority of states can sign an interlocal agreement or contract that allows them to legally use a contract that was procured by another governmental entity.

What types of commodity are there?
There are various types of commodities. Purchasing rules vary from state to state so many purchasing commodities choose to make a Statewide offering. For example CES of NEW MEXICO offers suppliers and services to local or state agencies who wants to be a free member of the commodity and take advantage of the time and financial savings realized throughout the state of New Mexico. The goal of CES is to provide superior services through strategic partners.

Other commodities make offerings to federal agencies. For example GSA is a national commodity, that any federal agency can purchase goods or services. Some state and local agencies recognize GSA, and others do not. The state procurement regulations dictate availability of this on a local/state basis.

What IS GSA & How Can We Use It?

General Services Administration (GSA) is a commodity program that allows contracting officers to purchase goods & services from a per-determined price list from established vendors. Modular buildings and prefabricated buildings can be found on schedule 56. GSA uses Special Item Numbers (SIN)to identify the goods and services a vendor can provide. The modular buildings are listed under SIN category 361 A-H. When you are looking for a modular building or installation services, this is how GSA identifies vendors that can provide the services.

Each vendor will have unique ways they have priced out their GSA schedule items, so sometimes you have to do your homework & make sure you are getting everything you want in a modular building. If you want a custom building look for vendors that have a menu of line items to customize your new facility, or if you are looking for a "quick-fix" maybe for disaster relief look for a vendor that can offer "models" or an inventory of equipment.
One great thing about the GSA schedule is that it can really expedite the purchasing cycle. You can put the information out in electronic format to GSA vendors, and get responses back quickly. In emergency situations I have seen proposal offerings that are due in 24 hours, with mobilization due within the week. The great thing is that you can write your own performance specification and scope and get the vendor that best fits the mold for that type of performance. Not all vendors can provide all services. The other great thing about the GSA schedule is that you can put projects out on a "set-aside" basis to reach your performance goals. You can select companies that are small business or minority owned & still get a good proposal response from pre-screened vendors.

Modular Solutions for FAQ GSA questions

As a GSA contract holder for many years we have lots of questions GSA contracting officers have run by us. While we do not claim to be the experts on GSA contracting, we have learned and grown in experience with each new GSA contract award over the past 15 years. Some of the questions we have worked through:

1. Is Prevailing Wage Schedule Required? If the project is federally funded then prevailing wage is applicable on any site work.
2. Can My Modular Building Be Custom? Most GSA contracts are set up to be highly custom, our contract has available components to make each individual building as unique as required. Some contractors do no offer this flexibility and only offer models. You will need to evaluate the GSA contract vehicle with the vendor.
3. How Long Will It Take To Get A Custom Modular Building? Custom modular buildings are typically 90-120 days from approved plans. This can be expedited, depending on the use and difficulty of construction. Some "long-lead" items are highly specialized on federal projects, and require up to 12 weeks from date of order.
4. Will My New Modular Building Meet The Local Building Codes? As a rule, Modular Solutions, Ltd always complies with the local building codes and regulations. On a federal site, some vendors will only construct to the factory location building code. As a contracting officer you will want to ensure your RFP asks for local/state building code compliance. Build to the area, snow load, wind loads, energy code, and other applicable regional variables.
5. Can I Use An RFP For Procurement Instead Of A Bid? GSA allows you to use RFQ, RFP, Design-Build (SOQ), Sole Source, and other procurement methods in the best interest of the government. Which ever method makes the procurement process easier for your individual procurement needs.

How To Utilize GSA Procurement For Federal Agencies

GSA procurement is a primarily a federal tool that helps federal agencies expedite purchasing of goods and services from preapproved vendors. GSA requires vendors to submit predetermined pricing and information packages. This allows the contracting officer to look at vendors experience, pricing, volume and make quick and educated purchasing decisions.

Modular buildings are on the GSA schedule. Modular Solutions, Ltd has held a GSA schedule since 2000, and provided projects CONUS for the federal government.

Some general information on how to find modular buildings on the GSA schedule:

1. FSC Class is 5410, GSA schedule56
2. SIN Description is 361 10 A-H with categories for temporary, disaster relief, and permanent construction
3. Installation services are included in 361 30 & 361 32.
4. Design build construction can be included in your purchase, we have supplemental categories for this tasking.
5. Utility connections are included in the various schedule 56 categories, as packaged by individual firms

When you need a modular building that has great value, or you need a modular building quickly GSA schedule is a great way to expedite moving into your modular building without the procurement delays.

On another note: Some states allow GSA to be extended to local or school jurisdictions. Arizona for example, has a statute that allows school districts to utilize the GSA schedule when it is in the best interest of the school district and a value to the district. Check with your state to see if this is an option.

Deck UP Your Mobile Office

Modular buildings have a reputation for being "spongey" or having floor movement. This is common in "industry-standard" units that build to meet the code. If you are steering away from a modular building because you don't like the way the floors feel, learn more about the sub floor or "DECKING".

A great solution is to just upgrade the thickness of the sub floor and you will see huge results. Our classroom modular buildings are typically 1 1/8" thick and this holds up to the daily traffic of children with stupendous results.

If you are looking for a short term or long term space solution it is great to have a stable floor underfoot. Clients looking for a permanent space solution will choose the concrete floor modular buildings and know they have selected a 50 year+ life cycle option. Architects will generally suggest you consider this in your total budget.
Since the cost of materials goes up with each grade of OSB or Plywood selected budget is often a concern, but once you feel the difference underfoot, you know you have made the right choice.

Mobile Offices And ADA Access

Every mobile office used for standard business practices needs to be ADA accessible. Frequently we are asked what is ADA, and how do we comply?
A typical mobile office sets 30" - 36" high off the ground if you have not excavated the site & made arrangements for a "grade-level" installation.
Ramps & stairs are pretty easy to get in place. We have several vendors across the USA that build "prefabricated" ramps & stairs, taking the guess work out!

We measure the threshold height, and in general you have 1' (one foot) of ramp for ever 1" (one inch) high 1:12 ratio. When a ramp hits 30' long in needs a intermediate landing which can cost money, so the best value is to set your threshold 30" or less.

Our ramp companies will custom design the ramp "pieces" and make sure it complies with federal ADA guidelines and our clients pass all inspections.

TIPS FOR MEETING ADA:
1. Can be build from any material but steel or aluminum are very low maintenance and durable
2. Prefabrication saves money, you don't have to pay for expensive site engineering & ramp design
3. ADA ramps have many intricacies, hire a professional that knows the codes
4. Measure twice, order once! Ensure what your threshold & rise are! Our team will measure & assume the liability & risk for door threshold on ramps & stairs we install.
5. Get a stamped set of plans,sealed by an engineer for local jurisdiction and approval

New Mexico Modular Buildings Approved By CID

When a new modular building is going to be installed in New Mexico the agency that has jurisdiction is CID (Construction Industries Division)
A modular building is the same as traditional construction and requires state approvals and permits for installation. Their website is located at http://www.rld.state.nm.us/construction/

When you are looking for a modular building company They should be licensed, bonded, and insured. See our license as an example:


Tips for finding a qualified Contractor:
1. Do they have an office in New Mexico or do they sell from out of state?
2. Do they build their own buildings or farm it out to another factory source?

6. How long have they been in business?

Modular Building, Developing A Space Plan

When you are starting a project there are so many things to consider on how to get to the end of the goal which is more space. The best way to make sure you don't over build or under build your new modular building is to have a space plan in place. The reason this is critical is it helps you develop current and future space goals and function and flow on paper before you spend any money on architectural design and re-design.

At Modular Solutions, Ltd our team has a proprietary space planning guide that helps our clients develop realistic space planning goals based on function, flow, and feasibility. It would be great to have a 600 sq ft office for each employee, but that is not usually a practical or feasible solution.

When you start to look at all the options and the variable price range on purchasing a new modular building it can be very overwhelming. There are so many choices, and options, and every option you select can effect the price or the requirements on several other options.

1. Always ask if a substitution will impact the quality (ie a thinner metal gauge, or a packaged door ilo of a real wood door)

3. Look on the suppliers website. See if they are a strong and viable choice
4. Compare your bid exactly the same, then look at options
5. Are the components meant for commercial modular construction or are you getting residential grade materials
6. Are there any long lead decisions that will impact your schedule of the modular building installation
